This Health Budget scorecard evaluates key budget performance indicators in terms of transparency and timeliness of budget releases, citizens/CSOs participation and resource allocation.
The data indicates that Gombe State Government has made tremendous progress in involving CSOs and communities in the budget planning process, but calls on the state to do more.
Therefore GoSAM calls on the State Government to:
- Ensure timely and adequate capital budget release to Ministry of Health (MOH)
- Ensure timely and adequate capital budget release to State Primary Health Care Development Agency (GSPHCDA)
- Allocate 15% of the annual budget to the health sector
- Strengthen participation of communities and CSOs in budget planning
