GFF CSOs Accountability Scorecard

The Global Financing Facility (GFF) is an innovative mechanism that leverages a small grant from the GFF Trust Fund to catalyse domestic financing, public and private, alongside IDA/IBRD loans and aligned donor funding, in order to achieve RMNCAHN goals in countries with high maternal and child health burden.

Civil society can play a key role in ensuring transparency and accountability of results. In Kenya, HENNET coordinates CSOs active in the health sector. In 2017, as the country prepared to receive the first GFF related funds HENNET established a steering committee to coordinate engagement and monitoring of the GFF processes.

E4A-Mama Ye Kenya is a member of the steering committee and the chairs of the accountability subcommittee. E4A-Mama Ye Kenya provided technical support to develop the GFF CSOs accountability scorecard. This first iteration of the scorecard focused on the preparatory stages of implementation and aimed at measuring Kenya’s readiness for an effective GFF roll-out. It tracked 5 main areas:

• Status of the GFF process

• Country Platform establishment and composition

• Civil Society Engagement

• Design of Key documents

• Implementation of the GFF
