Africa Health Budget Network Transparency Scorecard

This scorecard marks the launch of the Africa Health Budget Network by calling for more transparency in African budgets, so that African Government can show whether they have met their commitments to women and babies’ health.

The members of the Africa Health Budget Network have compiled a scorecard, based on the Open Budget Survey, showing how open African Governments are about their health spending. Out of the 26 African countries profiled, only one, South Africa, is sufficiently transparent.The Africa Health Budget Network (AHBN) believes we need to get specific about promises made for women and children’s health, and to track whether these promises have been kept.Their first priority, however, is to make sure that African governments are open and transparent about what they spend on health.While most African government have already made commitments about improving the health of their population, including through greater spending, it is difficult to check whether they are keeping their promises if the budget is not publicly available or if the information in the budget is not clearly presented.See how these MamaYe countries are doing in terms of budget transparency for health on 5 indicators, by viewing the scorecard here:Ghana – 1 “best practice”, 4 “inadequate” scoresMalawi – 2 “best practice”, 1 “progress required”, 2 “inadequate scores”Nigeria – 5 “inadequate” scoresSierra Leone – 1 “progress required”, 4 “inadequate” scoresTanzania - 2 “best practice”, 1 “progress required”, 2 “inadequate scores”Anyone can join the Africa Health Budget Network!
